The CPFF, which will address the Catalan Treasury, will be held "after the summer."

The Council of Ministers is committed to approving "bilateral" financing as soon as possible. A working group will finalize the details of the system change.

The Minister of Territorial Policy, Ángel Víctor Torres , made it clear this Monday that the government's commitment to the Catalan Treasury is absolute, as evidenced by the timeline for the next steps to be taken.

"After the summer," a Fiscal and Financial Policy Council (CPFF) will be convened to address the change in the model for Catalonia. This point will be strongly opposed by the PP and also by the two regional presidents of the PSOE, Adrián Barbón (Asturias) and Emiliano García Page (Castilla-La Mancha).

The latter has once again openly expressed his indignation toward the government. "Don't take us for fools," he stated, in response to the "ambiguous language" in the agreement between the executives, which sets no deadlines or defines the first responsibilities the Catalan Treasury will assume.

In the face of these criticisms, Ángel Víctor Torres avoided confrontation. He asserted that the agreement with Catalonia is "bilateral" but also "multilateral," since the reform can be extended to other autonomous regions and, furthermore, depends on both the CPFF and Congress.

Thus, the Upper House will have to process a series of legislative changes that have not been finalized, including the reform of Organic Law 9/1980 on the Financing of the Autonomous Communities (Lofca).

He also pointed out that the PP has no proposals on this issue, beyond the proposals of each of the regional presidents, which, in his opinion, focus on the reality of each region, rather than on a general level.

Torres was once again highly critical of the Community of Madrid's cuts. "They are also regional funding," he stated. He also declined to specify whether the government will make additional contributions to the autonomous communities, given the limits on inter-territorial solidarity in Catalonia that will be established.

A working group with equal representation from the central and Catalan governments will be responsible for defining how the bases agreed upon this Monday will be implemented.

At this point, and in the press conference following the State- Generalitat Bilateral Commission, the Minister of the Presidency, Albert Dalmau (PSC), explained that the new system will be "bilateral" in "singular" powers and "multilateral" in "homogeneous" ones.

Regarding the agreement's major cornerstone, the creation of a separate Treasury , Dalmau emphasized that the horizon is clear, but the country's lack of resources must be taken into account. It currently collects 5 billion euros in taxes (compared to the 30 billion euros the Treasury receives from personal income tax alone) and employs 850 people, compared to the more than 4,000 at the State Tax Agency in Catalonia.

While awaiting the reinforcement of the ATC's resources, both human and IT, Dalmau stated that in the initial phase, there must be collaboration and "information exchange" between tax authorities. The details, he said, will be finalized by the working group.

Ángel Victor Torres also emphasized that the Council of Ministers will address the agreement with the Generalitat as soon as possible. He declined to comment on the proposals that ERC will process in Congress to accelerate the new model.
